How the Public Notice Viewer Works (ttad.eu)

What visitors see when they scan a QR code or open a transparency notice on the TTAD public register.

When someone scans the QR code on your political advertisement or opens the link https://ttad.eu/{publicId}, they arrive at the public transparency notice viewer. This is the TTAD register -- the Transparency Tool for Advertising Disclosure -- where every published notice is displayed in a structured, accessible format.

The viewer is a separate, public-facing part of the platform. It requires no login, no registration, and no app. It works on any device with a web browser.

What Visitors See

The notice viewer displays all information required by Art. 9 of EU Regulation 2024/900 in a clearly organized layout. The information is grouped into logical sections:

Sponsor Information

Who commissioned the advertisement. This includes the sponsor's full name, legal form, address, and contact details. If the sponsor is a registered entity, the registration number and registry are shown.

Payer Details

Who paid for the advertisement and the relationship between the payer and the sponsor. If the payer and sponsor are the same entity, this is stated explicitly. If a third party funded the ad, their details are disclosed here.

Financial Information

The amount paid or the value of the contribution, including the currency. If payments were made in kind rather than as monetary transfers, this is noted along with a description of the contribution.

Funding Origin

Where the money came from. This field discloses the origin of the funds used to finance the advertisement, which is particularly relevant for cross-border political advertising.

Election and Campaign Details

Which election or referendum the advertisement relates to, the territory it targets, and the publication period during which the ad is or was distributed.

Targeting and Distribution

For online advertisements, the notice discloses the targeting criteria used -- such as geographic, demographic, or interest-based parameters -- and the methodology behind the targeting. The distribution channels (print, online, broadcast, etc.) are listed along with the publisher responsible for distributing the ad.

Data Controllers

The entities responsible for processing personal data in connection with the advertisement, along with their contact information. This fulfills the data protection transparency requirements under the regulation.

Design and Trust

The TTAD register uses a government-styled design with a navy and gold color palette. This deliberate design choice conveys authority and trustworthiness. When a member of the public scans a QR code on a political poster, the page they land on should feel official and credible -- not like a marketing site.

The layout is optimized for mobile devices, since most visitors will arrive by scanning a QR code with their smartphone. Pages load quickly and display all information without requiring scrolling through complex navigation.

Revision History

Transparency notices can be updated after publication -- for example, to correct a figure or add final cost information after a campaign ends. The public viewer shows the complete revision history, so visitors can see:

  • When the notice was first published
  • When it was last modified
  • What changed in each revision

This creates an auditable timeline. If a sponsor initially reported an estimated cost and later updated it with the final amount, both values are visible along with the dates of each change. The revision history ensures that transparency is not just a snapshot but a continuous record.

Complaint Form

At the bottom of every published notice, there is a complaint form implementing the mechanism required by Art. 15 of the regulation. Anyone -- not just EU citizens -- can submit a complaint about a transparency notice.

The complaint form allows visitors to report issues such as:

  • Missing or incomplete information
  • Inaccurate disclosures
  • Concerns about the legality of the advertisement
  • Other issues related to the notice

Complaints are forwarded to the relevant parties and, where applicable, to the competent national authority. This mechanism ensures that public oversight is not limited to regulators -- any person who sees the ad and has concerns can raise them directly.

Retention and Accessibility

Published notices remain accessible on the TTAD register for at least five years after the advertisement's last publication date, as required by Art. 12 of the regulation. Even after the ad campaign ends and the notice is archived, the public page continues to work. The QR code printed on a poster in 2026 will still resolve to a functioning page in 2031.

Archived notices are clearly marked to indicate that the associated advertisement is no longer running, but all information remains fully visible and accessible.

Machine-Readable Data

The notice viewer also provides structured, machine-readable data for journalists, researchers, and civil society organizations. This supports systematic analysis of political advertising across the EU -- who is spending what, where, and on which audiences.
